Program Analyst, Junior/Journey

Position Overview/Functional Responsibilities:
Analyzes program requirements, status, budget and schedules. Performs program management, technical, or business case analyses. Participates as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. Tracks program/project status and schedules. Applies policies and procedures for financial planning. Required Education:

Software Developer/Engineer, Journey

Position Overview/Functional Responsibilities:
Research, design, and develop computer and network software or specialized utility programs. Analyze user needs and develop software solutions, applying principles and techniques of computer science, engineering, and mathematical analysis. Update software or enhance existing software capabilities. May work with computer hardware engineers to integrate hardware and software systems, develop specifications, and performance requirements. May maintain databases within an application area, working individually or coordinating database development as part of a team.

Required Education:

Test Engineer, Senior

Position Overview/Functional Responsibilities:
Operates sensors and systems and participates in “hands-on” test involving navy platforms. Assigned systems include Radar, Identify Friend or Foe (IFF), data links, Cooperative Engagement Capability (CEC), Anti-Submarine Warfare/Anti-Surface Warfare (ASW/ASUW), tactics, navigation, communication, armament, ordnance, flight station acoustics or non-acoustics sensors. Testing may involve interaction with tactical computers and system computer, acoustic assignments, objectives, and necessary points of emphasis related to proposed enhancements and new capabilities.

Required Education:
BS or BA degree in a Technical Discipline as defined in section 3.4.4. (Degree REQUIRED, neither an associate’s degree nor additional years of experience can be substituted for a Bachelor’s degree.)

Required Experience:
At least Ten (10) years of experience in the engineering field-testing DoD aircraft systems, DoD weapons systems, DoD mission systems or DoD support systems. In-depth knowledge of how sensors are used on their resident platforms and sufficient background knowledge and experience to enable the projection of upgraded equipment into future mission requirements. Experience must demonstrate ability to evaluate new or revised software that controls/responds to current hardware; evaluate proposed software that will control new hardware and demonstrated ability to test software. Experience must demonstrate ability to analyze solutions, estimate problem impact on mission functions and provide an evaluation on the resulting solution.

Systems Engineer (TMPC FMS), Journey/Senior

Position Overview/Functional Responsibilities:
- Apply systems engineering processes to the analysis, development, testing, deployment, and sustainment of TMPC mission planning software and technical documentation for the Tomahawk missile system for FMS programs.
- Coordinate closely with the Foreign Disclosure Office (FDO) to ensure that software and technical documentation is appropriately sanitized and properly documented for FDO release approval to partner FMS countries.
- Engage with customers to collect input and feedback to improve and enhance Theater Mission Planning Center (TMPC).
- Review, analyze, and document TMPC emerging requirements.
- Analyze the impact of changes to TMPC system requirements and interfaces.
- Participate in vendor technical interchange meetings and review vendor technical recommendations.
​- Lead working groups to address engineering and technical challenges that require analysis of alternatives. 
- Participate on change management and configuration management processes and review boards.
- Review vendor produced MBSE models, and contribute to MBSE descriptions of the system.
- Coordinate with test and evaluation activities for assessment of TMPC software.

Software Engineer, Journey/Senior

Position Overview/Functional Responsibilities:
Analyze computer science, engineering, and other software engineering problems to develop and implement solutions to complex applications problems, system design and development issues, or network concerns. Perform software management and integration functions, improve existing computer systems, and review computer system capabilities, software architecture, throughput, real-time processing limitations, Cybersecurity and software safety. Analyze commercially available, open source, government furnished and Contractor furnished software. Performs the role of Software Architect. Collaborates with other NAVAIR departments such as System/Software Safety and Cyber detachment in performance of duties.

Required Education:
BS or BA degree in Electrical Engineering, Electronics Engineering or Computer Engineering from a college program with ABET (Accreditation Board for Engineering and Technology, Inc.) certification. Logistics Analyst

Position Overview/Functional Responsibilities:
Supports the Combat Integration and Identification Systems Division (IDS) located in Saint Inigoes, MD (NAWCAD-WOLF), through researching and managing Integrated Logistics Support (ILS) solutions and guidance in support of the U.S. Navy’s Fleet Modernization Program (FMP) for the AN/UPX-29(V) Identification Friend or Foe (IFF) system and standalone IFF systems. By leveraging your logistics expertise, you will assist the division with navigating the complex processes and procedures of the Fleet Modernization Program to successfully accomplish US Navy shipboard installations.
Tasking will include the following:
Reading and interpreting Ship Change Documents (SCD) for a wide variety of alterations performed on DDG’s (Destroyers), CG’s (Cruisers), LCS’s (Littoral Combat Ships), CVN’s (Carriers), and plenty of others. Leveraging Alteration Installation Team (AIT) knowledge and experience to inform the development of ILS Certifications, ILS Checklists, Configuration Data Management Database-Open Architecture (CDMD-OA) documentation and Model Based Product Support (MBPS) work packages. Applying superior planning and organizational skills to support Alteration Installation Teams (AIT) with checking into and out of Regional Modernization and Maintenance Center Offices (RMMCO) in accordance with NAVSEA Technical Specification 9090.310H. Communicating with Project Management, AIT leads, and government customers in a professional manner. Teaching and supporting project leads and AIT leads regarding ILS Configuration processes with a positive attitude and an eye towards investing in the future of our expanding company.

Required Education:
Bachelor’s Degree and at least 4 years of related experience OR Associate Degree and at least 6 years of related experience OR High School Diploma

Required Experience:
At least 8 years of related experience. Ability to read and interpret ship installation drawings, field change instructions, and Ship Change Documents. Proficiency with Microsoft Word and Excel. Excellent documentation management skills and an editor’s eye for details. Superior written and verbal communication skills

Preferred Experience and Skills:
Experience with RMMCO AIT check-in/out processes in accordance with Fleet Modernization Program requirements. Prior experience managing ILS Configuration processes in accordance with TS9090.310H. Knowledge and experience with ISO 9000 standards
 

Administrative Assistant, Junior

Position Overview/Functional Responsibilities:
Perform routine administrative functions such as drafting correspondence, scheduling appointments, organizing and maintaining paper and electronic files, or providing information to callers.
NAVAIR Specific Requirements:  In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.

Required Education:
High School diploma or GED.

Required Experience:
At least one (1) year of experience in a customer and business oriented position.

Business Operations Specialists (SME), Senior

Position Overview/Functional Responsibilities:
Serves as the senior technical advisor for strategies dealing with the long range needs of the Navy. Duties and responsibilities include developing and applying advanced methods, theories, and research techniques in the investigation and solution of complex business problems or issues. In addition, develop economic and business case analysis and other financial models, prepare white papers, justifications, alternatives and recommendations, and participate and support efforts associated with developing a Strategic Plan, Operating Plan and other corporate initiatives.

Required Education:
High School diploma or GED; Training in business analysis.

Required Experience:
At least eight (8) years of hands-on experience in one of the following areas:  business financial analysis, continual process improvement, communication techniques or managing data for large organizations. This individual must have experience working with industry/government executive level personnel.  Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations and life-cycle management of military acquisition programs.

Executive Administrative Assistant, Junior/Journey

Position Overview/Functional Responsibilities:
Provide high-level administrative support by conducting research, preparing statistical reports, and handling information requests, as well as performing routine administrative functions such as preparing correspondence, receiving visitors, arranging conference calls, and scheduling meetings. May also train and supervise lower-level clerical staff.
NAVAIR Specific Requirements:  Performs non-routine administrative and analytical tasks in one or more business support functions within the organization, including contracts, facilities planning, finance, logistics, property management, purchasing and/or security.  May perform tasks relative to the control of company and/or government property assigned to the organization.  May perform facilities planning activities, including coordinating the storage and movement of furniture, systems, and equipment. May act as facility security officer to ensure compliance with company, customer and government security regulations and procedures.  May maintain financial databases, analyze data, and develop reports.  May provide guidance and work leadership to less-experienced administrative staff. Participates in special projects as required.

Shuttle Drivers and Chauffeurs Driver/Courier, Journey

Position Overview/Functional Responsibilities:
Drive a motor vehicle to transport passengers on a planned or scheduled basis. May collect a fare. Includes nonemergency medical transporters and hearse drivers.
NAVAIR Specific Requirements:  The Driver/Courier drives automobile or light truck to deliver messages, documents, packages and mail to various business concerns or governmental agencies, may occasionally transport office personnel and visitors, perform miscellaneous errands, such as carrying mail to and from the post office and sorting or opening incoming and outgoing mail. The Driver Courier may obtain receipts for articles delivered and keep a log of items received and delivered and deliver items to offices and departments within an establishment.

Required Education:
High School diploma or GED, and vocational training commensurate with Department of Labor functional description.

Required Experience:
Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.

Management Analyst, Journey

Position Overview/Functional Responsibilities:
Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
NAVAIR Specific Requirements:  Possesses demonstrated knowledge and experience applying analytic methodologies and principles to address client needs. Applies analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction. Performs analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives.

Required Education:
BS or BA degree.

Required Experience:
At least four (4) years of experience as an analyst in a program management, technical, or business analysis discipline; and included in the four (4) years, there must be two (2) years professional experience supporting NAVAIR programs or offices.   Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations and life-cycle management of military acquisition programs.

Management Analyst, Senior

Position Overview/Functional Responsibilities:

NAVAIR Specific Requirements:  Senior expert with extensive knowledge and experience developing and applying analytic methodologies and principles. Is responsible for providing leadership and vision to client and project teams around the methodology. Resolves complex problems, which require an in-depth knowledge of analytic methodologies and principles. Directs the activities of more junior Analysts or other staff as necessary on activities related to the application of analytical techniques and methodologies. Demonstrated managerial and supervisory skills. 

Required Education:
BS or BA degree.  An AS or AA degree and an additional 4 years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS.

Required Experience:
At least five (5) years of experience as an analyst of which at least 3 years must be specialized in a program management, technical, or business analysis discipline; and included in the five (5) years, there must be three (3) years professional experience supporting NAVAIR programs or offices.   Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations and life-cycle management of military acquisition programs.
2 years of supervisory/lead experience is required. Experience performing complex evaluations of existing procedures, processes, communication techniques, models, and/or systems related to management problems is desirable.  Must have experience and knowledge sufficient to support senior Navy Leadership in facilitating sand developing command-wide strategic planning and Enterprise level vision documents, administering large organization executive board meetings, and developing command-wide documentation.

Project Management Specialist/Program Manager, Senior

Position Overview/Functional Responsibilities:
Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. May serve as a point of contact for the client or customer.
NAVAIR Specific Requirements:  Acts as the overall lead, manager and administrator for the contracted effort.  Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues.  Oversees contractor personnel program/project operations.  Organizes, directs and coordinates the planning and production of all contract and subcontract support activities.   Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. May serve as a point of contact for the client or customer. 

Required Education:
BS or BA degree in Business Administration or other "Relevant Managerial Discipline".  An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA / BS.

Required Experience:
At least six (6) years of professional experience in office operation / management support.  A minimum of 5 years supervisory/Team Lead experience desired.  This individual must have direct experience supporting a Chief of Staff for a major Legislative or Department of Defense (DoD) Echelon Command / Secretariat; past experience supporting a Navy or Marine Corps Command Element preferred.   Experience in performing financial and administrative requirements, to include: project controls, strategic management procedures and senior level communication is also required.  Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations and life-cycle management of military acquisition programs.

Position Overview/Functional Responsibilities:

NAVAIR Specific Requirements:  As the project manager for the contracted effort, ensure project procedures and controls are followed, manage manning and staffing project efforts, and lead problem resolution efforts.  Interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of the programs/projects.  Must have experience supporting senior Navy and DoD leadership liaison operations, providing facilities management while managing all activities related to an organization remote from NAVAIR HQ, but as a tenant to another Command. Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. May serve as a point of contact for the client or customer.

Required Education:
BS or BA degree in Business Management.  ALLOWABLE SUBSTITUTION: an AS or AA degree in Business or Project Management and eight (8) years of experience in business administration.
